Performs cost forecasting, monitoring and control activities. This includes the preparation of cost performance and productivity reports, analysis of supporting data, variance reporting and special studies. Supervises cost engineering activities when delegated.
EDUCATION - Bachelor’s degree in an appropriate engineering discipline or equivalent.
EXPERIENCE – Generally six to twelve years of progressive experience in cost engineering. Requires well developed verbal and written communication skills. Good computer skills are mandatory.

Familiarity with Lean Construction and/or Takt Planning a benefit
Prepares project control plans and detailed internal manpower utilization plans for discipline or specialty activities.
Participates in developing and presenting designated training classes and on-the-job training programs.
Develops quantity takeoffs for a discipline or specialty using defined documents or undefined scope assumptions. Verifies quantities provided by others.
Develops and applies unit rates (cost and man-hours) to quantity takeoffs and to otherwise developed quantities.
Prepares specific budgets and forecasts in accordance with prescribed standards and procedures. Assists in developing the requirements for budgeting and forecasting standards.
Develops requirements and standards for cost recording, monitoring, reporting, and analyzing; performance measurement; productivity reporting; and variance reporting. Performs performance monitoring and control functions.
Prepares periodic cost (man-hours, dollars, and quantities), performance and productivity reports. Develops variance analysis as required to explain differences between budget, actual and forecast expenditures.
Prepares, monitors, and reports cash flows.
Assists in developing specific work breakdown structures/project codes of accounts and recommends appropriate modifications and revisions.
Investigates requirements for estimating and/or cost control data for specific discipline or other specialty applications.
Identifies or defines data sources and techniques for data acquisition and collects required data for a specific discipline or other specialty application. Performs data analysis and development.
